For Hard reset OnePlus 3 use following steps

1. Turn off your phone using the Power button

2. Press the Volume Up and Power buttons simultaneously for a few seconds.

3. Release all keys when Fastboot Mode appears.

4. Use the Volume Up / Down keys to select Recovery Mode and press the Power button to confirm.

5. As you can see, you are in Recovery Mode . Select the language using the same keys as before.

6. Now go to Wipe data and cache .

7. Select Erase everything and confirm it.

8. Select Reboot .
