For Hard reset Razer Phone use following steps

1. Use the Power button to turn off the phone.

2. Prepare the original USB cable type C connected to a PC or laptop.

3. Now press the Volume Up button and connect this cable to the Razer phone.

4. Select "wipe data / factory reset" Use the Volume Up / Down buttons to go through the menu and confirm the selection by the Power button.

5. Select Yes and confirm the selection by the Power button.
